RaaS (Recruitment as a Service)

RaaS is a subscription product for buying embedded headhunting. A specialist provider embeds senior headhunters into a company's hiring function under a flat monthly subscription with a set number of hiring credits deployed flexibly. Embedded headhunting is the underlying model; RaaS is one commercial wrapper for it, alongside sibling services such as CVaaS and Executive Search. Unlike contingent agencies (paid per hire) or RPOs (paid via large multi-year contracts), RaaS aligns the provider's incentives to the customer's hiring plan rather than to placement fees. RaaS is best suited to scale-ups hiring 5 to 150 roles a year, where in-house alone is not enough and agency spend has become unpredictable.
